high stakes tests are a lot like our paperless voting, too -- educators aren't allowed to see the tests -- even after they are filled in -- the tests go to an "off site" to get graded -- last year a truck wrecked and lost 100s of tests... I think a large batch was destroyed in the electronic grader, as well --
and any that were needed for graduation... well, we're so sorry (but even if we can't prove you passed so you can graduate with your class, we'll give you the opportunity to take the test again...). If students don't pass certain sections, they can't be promoted, even if they show proficiency in their schoolwork.
