4. Tubbs speaking
I'm duty bound to follow the law
On behalf of the millions of Americans who believe in democracy and the right to vote
This objection is necessary to review and remedy the most precious process in our democracy
Not to overturn election or cause turmoil

I am convinced that we must have a formal debate on the electoral process
Serious allegations in 2 lawsuits in Ohio that should be resolved before votes are certified

Voting irregularities were an issue after 2000, but they weren't able to bring it up in the House, so they are challenging now

22. Pryce (r) - in response to Tubbs
There won't be enough votes to change result.
Kerry conceeds.
Debate it frivolous and bogging us down.
They will claim there was fraud.
Their intention is to undermine the confidence in the electoral process itself.
Parties primary strategy to divide
To cover for a lack of ideas

Republicans - health care costs, jobs, schools...
Democrats only want to gripe about counts, counts, recounts

Moore...conpiracy theories...fantasy authors should confront the facts
Ohio recount already done, confirmed Bush won Ohio, comfortable margin

Every editorial section of every newspaper has called this a sham

Majority of Ohioans are not contesting election

Baseless and meritless tactics

Partisan war

34. CONYERS
Asks to include report. No objection. Asks for unanimous consent.

Not as partisans, we want to do our duty under constitution

Inner-city voter waited 10 hours in rain, while suburban voters in same county had no wait.
Hispanic voter was directed to wrong voting table, had ballot thrown out because of SoS decision not to accept wrong precints
Voter refused provisional ballot when absentee didn't come because of partisan decision
Registration not accepted because of paper wait
Unlawful challenge

Not a single election official in Ohio has given us ANY EXPLANATION of the many irregularities...

vote switching, machine tampering, crazily-high voter turnouts.

Yields to Sanders

40. SANDERS
Bush won Ohio. But no American should have to wait to cast a vote.
Americans are worried about lack of paper trail in the event of a recount.
Demand that the federal government to move forward to all Americans can feel secure that their votes are counted and voters are treated with respect

52. BLUNT - minority whip
I assume Sanders will vote with me to accept Ohio votes
Electoral problems should be handled at a different time

We were all elected...
We shouldn't cast doubt on all the work voting people have done
No Republican did anything by themselves on election day

They're saying we all did what we should have done
...we tested machines, counted ballots,

Waste of time to challenge with 118,000-vote different

These discussions should be done in Ohio, not in a federal body

Our job is to count electoral votes, move on, and do work that can only be done here

When we attack the process, we cast doubt on the fabric of democracy. People need to have confidence, they don't need to think it's perfect.

Move on...
Honor election process...

Yield to Keller

GET OVER IT. Moveon.org...Michael Moore

America falls short...?

Calling for rights of people to vote in Iraq and Afghanistan, but not willing to do whatever it takes...

(People are called to order)

We need to do whatever it takes
Access, quality of voting machines...should not depend on race, etc.
It's not frivolous when people are not allowed to vote
Not about whether Bush won
Nothing more basic than the right to vote
If this is frivolous, then we're not going to move forward to do anything about this

70. Why is one consistent theme: "Bush Won"?
Honest question, as I am at work and can only watch inconsistently. What I have seen, however, follows this pattern.

Why is it that, on BOTH sides of the aisle, a consistent theme seems to be everyone saying near the beginning of their speech something along the lines of "Bush won, but there were irregularities that we should address in the future"?

Has ANYONE made the claim that Bush did NOT win? Has a single house member stood up and said "We think the evidence shows that Kerry actually got more votes than Bush"?

Ah, got kicked off...

Uh, frivolous
No such thing as a perfect election
Mistakes were made (good lord)
But did not effect election results

Long waits - SoS blamed for everything - run by county election boards run by 2 R and 2 D
Franklin board chairman - long lines caused by high voter turnout, many propositions...not lack of machines
said chairman attacked by conspiracy theorists

People cannot accept Bush won, too hurt by it...no matter what the facts

This is a sad day, it debases us.

Yields to -
We had a recount
In Lake county not one ballot changed
Provisional ballots tossed because voters not residents of Ohio
Net swing - 23 votes for Kerry
We should honor electoral workers

She is going after the system and the need for election reform... this is not playng well with the repukes why they are trying to shut it down.

The Credit Card Party cannot win if they don't cheat, and true electoral reform is not going to help the credit card party.

Why we are dangerous folks.

Oh and they are being realistc, there is no way this can be overturned, but the reality is... that Bush's Legitimacy has been questioned as well, even if this is not the overt intent... and the Cheap Labor Conservs know that.

This is not frivolous. this debate is fundamental to our democracy. standing up for 1) right to vote is sacred, 2) officials have to stand up for constituents, 3) rule of law. This is not about objecting to Bush election. Today's challenge is not to overturn results. It is instead to discuss real problems with electoral system. About election reform, not election results. Only oppty to have this debate while country is listening. We have responsiblity. Right to vote is foundation of our democracy. A discussion of that right shd not be conisdered frivolous. Other rights are illusory if the right to vote is undermined. The principle of one person one vote is sacred in our country and we must do everything to uphold it. Yet still legitimate concerns over integrity of our elections.

Edited on Thu Jan-06-05 02:16 PM by Stephanie
I know this issue is not just about counting votes, but what happens before, during and after election. In all three phases problems in OH and elsewhere. Absentee ballots that didn't arrive, voting rolls, provisional ballots, paper requirements, led to disenfranchisement. During election, not enough voting machines in poor & minority areas. This is a fact. Led to appaling waiting times up to ten hours. You can deny it all you want but it is a matter of public record that this is a fact and that this is wrong. Vote suppression thru intimidation. Unequal treatment under the law undermining the principal of one person one vote and equal protection. After election, constantly shifting vote tallies in OH and malfunctioning electronic mahcines that may not have paper receipts. We have responsiblity to improve our elect system. We cannot be here four years from now debating this again. Must pass legistalation to improve HAVA, including paper trails.

so my colleagues please don't talk about htis about a conspiracy theory. it's not about that. It's about the Consitution of hte United States. Bush & Cheney are P & VP - it has never been about that. It's always been about fundamental electoral process. America beacon of democracy. We must never forget power of our own example. So let's respect this debate today for what it is -a bout ensuring foundation of our own democracy and sending message to world that we are truly protective of our constitution. I urge colleagues to join together in bipartisan way for electoral reform so four years from now we don't have to have this debate.

Right to vote is sacred
Officials have duty to represent the people
Rule of law is the hallmark of our nation

They are standing up for their constituents
Supreme Court - no right is more precious than the right to vote, other rights are illusory if the right to vote is undermined
Legitimate concerns about the integrity of the election
Resonsibility to remove obstacles to voting

3 phases of election - problems in all 3

BEFORE - Absentee ballots didn't arrive
Registration problems
SoS made questionable decisions

DURING - not enough voting machines A FACT
long waits
intimidation and misinformation
unequal treatment - regarding provisional ballots

AFTER - shifting vote tallies

We can't be here in 2008 having the same discussion
Calls for :
*Universal standard for provisional ballots
*Strong verification proceedures
*Paper trail

Reauthorize HAVA and improve it

wild-eyed conspiracy theories

Can't accept words of own candidate "W3 can't win"

I stood in line for hours with voters trying to cast ballots
Heard from dozens of voters who lost their right to vote

SoS functions :
assure everyone is confident vote was counted
encourage everyone to vote

Blackwell fails
count riddled with unecessary problems

panic calls all day about machines broken
registrations denied, votes not allowed

Ohioans should never have to wait
It's not just about Ohio
Sad no Republicans are acknowledging problems

Yield - KAPTUR (Ohio Rep)

Ohio shows HAVA fell short of goal
SoS repeatedly took actions to make it difficult for people to vote and have vote counted
Standards still not in place

SoS tried to force boards to buy machines that his own report showed were flawed
In disagreement about machine standards
Enforced paper weight standards his own office couldn't meet
People denied provisional ballots until court ruling at 3pm on election day (who didn't recieve absentee)

People have questions about Ohio
Make elections work for 2006

143. Republicans Don't Listen!
Wouldn't it occur to them to rethink their pre-prepared statements when the Dem House members have stated over and over again that they are objecting to process rather than outcome? The Republicans, in general, have refused to address that issue and instead keep calling this sour grapes. Are they incapable to speaking on their feet or can they only read statements written by their aides?
