1. I don't get it, does this mean that if no senators come forward...
...the vote will be legitimate, but if just one raises an objection, then the electoral vote will be canceled? What happens then?

2. This has been the subject of several posts on DU
In short, if an objection is raised by one Rep and One Senator. The houses separate. There is a 2 hour debate on the objection (limit 5 minutes to each sen/rep). Then they vote. They then return to a joint session. If both houses accept the objection, then the votes are cast aside.
If only one house accepts the objection, then the votes form that state are certified.
