Rules for Ohio Recount that people should understand- re: handcounts
THE RECOUNT PROCESS
I strongly urge those interested to check out the Ohio Revised Code, Provisions for Recounts, Section 3515:

Most folks seem to have a question about whether or not their will be a hand recount. Here's what the code says:

-->The board must randomly select whole precincts whose total equals at least 3% of the total vote and must manually count

-->If the tabulator count does not match the hand count, and after rechecking the manual count the results are still not equal, all ballots must be hand counted. If the results of the tabulator count and the hand counted ballots are equal, the remainder of the ballots may be processed through the tabulator. (that's regarding optical scan and punchcards)

So...the duration of the recount in each county all depends on whether ANY discrepancy is found.

1. The counties starting Monday are not the ones with expected problems
We are now up to eight counties starting on Monday (and only six different start times, how nice):

Clinton County at 7:00 am
Lake County at 9:00 am
Medina County at 9:00 am
Ottowa Count at 9:30 am
Wood County at 9:30 am
Jefferson County at 10:00 am
Holmes County at 1:00 pm
Fayette County at 3:00 pm

2. Questions about the recount:

Who insures that the sample for 3% hand count is really random?
What if we only know of problems in certain precincts? Can we request hand recounts in them?
We are suspicious for known reasons in certain precincts of certain counties.
Any audits of the counting software ?? If not you may not find real problems for non-hand counted.

3. Something tells me Blackwell will be exerting his influence
at every step to thwart the recount. Is he the final arbiter of what is random?

4. CRUCIAL information! We must have a hand recount in OH
This is why it is crucial that they do a hand recount!
See selection below on hand recounts from http://www.stolenelection2004.com/alerts.html . (This site has the BEST action alerts on everything going on in Ohio)
We need to stay on this and MAKE SURE a hand recount is done!

"Ohio will have a recount initiated by the Greens and the Libertarian candidates. Now the Democrats, as well as the Greens and the Libertarians are asking for volunteers to help monitor this recount, It will begin on different days--the 14th, 15th, and 16th.

A.The Green party is demanding a FULL recount and the Democrats are not sure if they will make that request yet. They might be satisfied with a 3% hand count and let the rest run through the same faulty machines! The local Ohio Boards of Elections different counties which makes the final decision will get "cover" if the Democrats are satisfied with 3%. For more info http://tinyurl.com/5a627

Tell the Dems that a full manual recount--and a full investigation of the voting machines-- is the only way to make sure every vote will count!

6. Question on the recount
I read the information on the sos website, but I'm not clear on one point. Let's assume the totals under each of three counts are as follows:

Certified total: Candidate A - 1,000 votes, Candidate B - 900 votes
Manual hand recount: Candidate A - 950 votes, Candidate B - 950 votes
Machine recount: Candidate A - 950 votes, Candidate B - 950 votes

Would these results necessitate a full manual recount, or does the fact that the manual hand recount and machine recount equal each other mean that it "passes the test." The language didn't seem clear about whether the manual hand recount is compared to the certified total at any point.
