He is saying he has conceded when he had less votes (he has never run for president).

He is saying that the provisional ballots are infirmary (or some shit like that).

...when he started all his condescending bullshit about Kerry doing what's "good for the country" and conceding. All Guliani is concerned about is what's good for Guliani.
