Conservatives using In and Out scheme during this election?

I received a flyer today from the Conservative Party. It was all about their (supposed) environmental plan, very general, national level stuff. But on the back page was a photo of Harper and nine Edmonton area Conservatives with a very small print line on the bottom saying "Authorized by the Official Agents for Laurie Hawn, Rahim Jaffer, Peter Goldring, Mike Lake, James Rajotte, Rona Ambrose, Tim Uppal and Bretn Rathgeber".

This sounds just like the sort of thing they did last election. No doubt it is exactly the same scam that they are pulling.
