MADISON — Applicants to carry concealed weapons in Wisconsin will no longer have to complete four hours of training, after a Republican-controlled legislative committee voted Monday to do away with the requirement that had been assailed by the National Rifle Association as being too strict.

The rule mandating the successful completion of at least four hours of training was put in place by Republican Attorney General J.B. Van Hollen's Department of Justice in advance of the law taking effect last week.

But Republicans who control the Joint Committee for Review of Administrative Rules ignored Van Hollen's concerns and voted to suspend the rule effective immediately. The committee also removed a requirement that applicants have a signed statement from the instructor verifying that the course had been successfully completed.

"There's no reason why we have to micromanage how people obtain their concealed carry permit," said Sen. Glenn Grothman, R-West Bend. Other states with no minimum training requirements haven't had any problems and "there's going to be no problem in the state of Wisconsin either," Grothman said.

I just hope that innocent people do not get harmed by the gun nuts.

Every day I wake up thinking that things can't get much worse. Every day that this out of control right wing nut job legislature is in session, they prove me wrong.

6. Exactly, it is a straightforward gun safety course
which everyone should have. Owning a gun is more than just buy, point, and shoot like the NRA is whining about.

9. And there are people purchasing guns now who may
have never had one before and never thought about issues related to locking it up and keeping it away from children, unstable people, etc. A course like this could prevent a lot of tragedy.

At least we'll know what we are up against. Wonder if this was meant to build their army of folks who might help them in, umm, times of need. Like Occupiers or those socialist and dangerous teachers and fire fighters at the Capital.

This article speculates that that is the reason for not following through on the training... Not sure about gun safety classes... anyone go through one and receive a photo id?

11. No joke!
Texas lists a concealed carry license as an accepted form of ID for voting, and other states have a broader range of possible ID than we do, so gun permits might qualify. However, the fee of $50 and the background check would seriously limit the concealed carry permit as a voter ID, even if the law allowed it.

13. So, proof of training is still required, but the requirements for proof of that proof are eliminated
I guess it's now "proofiness" rather than proof. Are these changes intended to give people the opportunity to lie on the application and state that they have training? I'm not clear on what "proof of training is still required" means, here...?

"On 11/7/11, The Joint Committee For The Review of Administrative Rules (JCRAR) suspended portions of the emergency rules affecting the training requirements for concealed carry licenses. Proof of training is still required to apply for a license. The changes include:

Elimination of any time requirement for the firearms safety and training course
Elimination of the word test from the definition of firearms safety and training course
Elimination of any time requirement for firearms instructor training
Elimination of the instructor’s signature from the certificate affirming they taught the course to the student
Elimination of any instructor contact information on the certificate
Elimination of the location where the training was provided from the certificate
Any application submitted prior to these changes will be processed in accordance with these revisions. If your application has been returned as a result of any of the above training issues, or because you did not have an out-of-state affirmation form; please resubmit the application with all necessary forms and the fee to the CIB Firearms Unit, PO Box 2718, Madison, WI 53701-2718, for reprocessing."
