Campaign finance legislation to end unlimited cash contribution limits for Walker’s recall ignored.
With over $44 million in political contributions during the Republican recall season, as reported by watchdog group Wisconsin Democracy Campaign this fall, the lopsided amounts of contributions to Republicans was evident. Former Senator Russ Feingold made known his opinion on the matter:

Feingold wants it repealed and warns it will have a big impact on next year’s recall of Governor Walker.

“We have to expose the abuses at the national level that are supporting some of the worst policies possible, as well as the acts of the Koch brothers and others funding Scott Walker’s outrageous attack on public employees in the State of Wisconsin,” exclaimed Feingold.

Currently, contributions used for the purpose of payment of expenses incurred in connection with the circulation, offer to file, or filing of a petition to recall an officeholder prior to the time that a recall primary or election is ordered, or after that time if incurred in contesting or defending the order, are generally subject to reporting but are not subject to contribution limitations under the campaign finance law. Contributions used for the purpose of payment of expenses incurred in supporting or opposing an officeholder against whom a recall petition has been filed subject to the limitations.

1. No election has been ordered.
But they're probably using the Big Trainloads of Cash Money Rule to circumvent those rules. (Whoever has the Big Trainloads of Cash Money gets to make up the Rules, as they go along.)
