A bank statement bearing your name and address is one way to prove your residency, which is part of getting a driver's license or state ID. If the young man had a certified school transcript or correspondence from a government agency, he could have used that instead. There are a number of items that can be used.

That's the first time I've seen "correspondence from a government agency."

I'm either going to have to go over to the Muni Courthouse and make payment
arrangements on my parking tickets, to get my D.L. back, or I'll go ask
for the "free I.D."

....I'm starting to think it'll just be easier to pay the fines off.

I'm beginning to think the government correspondence method may turn out to be very important. Our elected representatives would surely be glad to send us a reply if we wrote to them with a question or comment and--voila!--we have government-issued correspondence.

Remember that there are four facts to prove for an ID: name and date of birth, identity, Wisconsin residency, U.S. citizenship (plus Social Security number).

Acceptable documents for proof of Wisconsin residency

When applying for an original (first) Wisconsin driver license or identification card, you must provide proof of Wisconsin residency if you are 18 years of age or older.

Documents presented as proof must be original. Photocopies are not acceptable.

Documents listing a post office box or commercial receiving agency as the mailing address are not acceptable.

The department will decline to accept any document presented if it does not provide conclusive proof of residency. Additional verification may be requested.

The following documents are acceptable proof of Wisconsin residency when they include your name and current Wisconsin residence street address:
Employee photo identification card issued by your current employer, containing your employer's name and address. Your employer's telephone number may be required for verification.
Pay check or stub or earning statement with your name and Wisconsin address, and your employer's name and address, issued within the last 90 days. Your employer's telephone number may be required for verification.
A utility bill for water, gas, electricity or landline telephone service issued within the last 90 days. Cable or similar bundles of services that include landline telephone service is included in this category. Electronic copies are acceptable.
An account statement from a Wisconsin bank/financial institution issued within the last 90 days. This includes savings, checking or money market accounts held in banks or credit unions. Electronic copies are acceptable.
Certified school record or transcript that identifies you by name, shows your current address and is issued within the last 90 days for the most recent school period.
Mortgage documents for a residential property located in Wisconsin.
Your current valid homeowner, renter or motor vehicle insurance policy dated within one year of application.
Government-issued correspondence or product issued within the last 90 days from a federal, state, county or city agency.
Department of Corrections documentation: Letters from probation/parole agents on letterhead issued within the last 90 days.
Your college enrollment documentation or Form 2019, Certificate of Eligibility for Exchange Visitor (J-1) Status with your current Wisconsin address.

Documents with a photograph of a person will be accepted only when the person is readily recognizable from the photograph. The department will decline to accept any document presented if it has reason to suspect the authenticity of the document. Questionable documents may require additional review.

Wisconsin residency will be a piece of cake.

Birth/Citizenship could be more problematic, even after parking fines are paid
and the D.L. is renewed. ....My Pay-pers have been mislaid.

I'm not looking forward to communicating with Heimat Sicherheitsdienst,
which is "Dept. of H-lan Sek-u-rrr-teee," in the Original German. (According
to what I could extract from Google Translate, which won't give you the
whole phrase in anything but English.)

11. If you get your driver's license reissued
that's a photo ID and you'll be fine for voting, wont' you? The driver's license represents the papers you presented long ago.

6. Watched it the other day....
Obviously somebody is making up rules as they go along....and I'll bet it varies from DMV office-to-office. This law is an absolute nightmare for the State, the voters and (unfortunately) for the folks at DMV

7. I was at a voter ID forum last weekend
One of the speakers mentioned that a memo had gone out to all the DMV offices saying that people have to specifically ask for the ID to be free for voting. Apparently the clerks can't advise you that it can be free. It would be interesting to know what else was in that memo from Walker's henchmen. The DMV clerks are state employees and certainly have their own opinions, but they do want to keep their jobs.
