Found this on the election reform forum. I wonder how widespread this is?

25.61% of registered voters suspended in Democratic leaning precinct

My precinct is #0505 in Sheila Jackson Lee's district, Harris County (Houston) Texas.

Of 4,811 registered voters, 1,071 voter registrations are suspended (Voter Registration Database is current as of August 15, 2006).

I just got the info for very very blue Travis County and here, county-wide, registered voters in the "suspense" status is 20%. In my precinct it's 40% but I live in a precinct that has a lot of apartments and rental houses and in a fairly low-income neighborhood.

on edit: Here's the info on how you end up in "suspense" status in Travis County from the Travis County Tax Office website:
"The voter registration is placed in Suspense status after two unsuccessful mailings have been returned by the U.S. Postal Service. It is important that registered voters promptly update their address by completing a voter application available online."
