The 5th U.S. Circuit Court of Appeals in New Orleans ruled that the Republican Party cannot replace former U.S. Rep. Tom DeLay, R-Sugar Land, on the November ballot, as DeLay and GOP officials had wanted.
Several Democratic leaders were on hand Thursday in Austin as federal judges held hearings about the congressional district map. One was Lloyd Doggett of Austin, who expressed optimism but wouldn't say what his next political move might be.
