Measure 37 Alert From 1000Friends
Request from 1000Friends on calling Ore Legislature to support two bills together to improve M37 (HB 3540) and extend time to process claims (HB 3546)...both bills were passed from Committee to the Floor.

Finally - we are on the verge of fixing Measure 37. We expect a floor vote as soon as Friday May 4th and it will be in the coming hours and days that we can take a giant step toward success. All of your efforts over the last few months will pay off if we can pass HB 3540 and HB 3546 in the House and Senate. Together, these bills will fix Measure 37 and we need to fight to pass them.


Oregonians must demand loudly and clearly that the legislature must pass HB 3540 and HB 3546. We must flood the Capitol with phone calls and letters in support of these two bills.


Here is how you can help:


We need to make sure our legislators pass these bills out of Salem. They will vote on or before this Friday, May 4th. Your legislator's contact information is below, please urge them to pass HB 3540 and HB 3546. (If there is not contact information listed below, use the following links or dial the 1-800 number to find your legislator.)

When you send a personal letter or make a phone call to your legislator, please tell them to pass these important reforms. The bills were just passed out of Ways and Means and have been submitted to the legislature for consideration. (The latest versions of the bills have yet to be printed, we will post them to our website as soon as they are available.)
HB 3546-B Engrossed, would grant a 360-extension to the current 180-day deadline for processing Measure 37 claims.
HB 3540-B Engrossed, would refer to voters a fix of many of the substantive problems with the measure.
Highlights of the proposals include provisions to:
Prohibit all claims for industrial and commercial development, including billboards and quarries
Protect water supplies by prohibiting claims for subdivisions in critical and limited groundwater areas
Prohibit claims for subdivisions on our best farm and forest lands
Correct the valuation methodology for claims and require consideration of prior compensation in the form of tax breaks.
1000 Friends of Oregon supports passage of HB 3540 and HB 3546 as major steps toward the Measure 37 reform that Oregonians demand and deserve. We also continue to advocate for a moratorium on all activity related to claims for subdivisions, commercial and industrial development pending the outcome of the election.

Poll after poll show that Oregonians want Measure 37 fixed. Though they are not ideal, HB 3540 and HB 3546 are the best chance we have to fix Measure 37. Pro-sprawl forces are trying to paint these proposals as a “repeal” of Measure 37. They have fought every step of the way to kill any and all reasonable proposals for fixing Measure 37. We cannot allow the Oregon we love to be destroyed by special interests that want to get rich at the expense of our communities.
