Anyone know the story behind THIS cryptic message?

Those pesky Congress Persons

I can't tell if the anonymous poster of this note outside the Government Center T stop is glad or upset about this secret action by Congress:

"United States of America Congress Persons are useing {sic} Veterans Affairs Health Employees to investigate Greek and Turkish interests in
Massachusetts.

The last I heard, the Greeks and the Turks weren't exactly best-buds, especially when it comes to the island of Cyprus.

How could an investigation target BOTH Turkish and Greek interests when those interests probably don't dovetail very often.
