I have a question about one of the counties in Kentucky

I have a question about one of the counties in Kentucky
Hancock County voted big for Bush in 2000 and 2004. Wikipedia says the county is 98% white and from the looks of its small population, it looks very rural. Not the kind of county you would expect to vote for Obama. It also voted 2 to 1 for Hillary in the primary. Obama only won 41% in the whole state of Kentucky, about the same as Gore and 1% more than John Kerry.

But what could explain this movement of voters in Hancock County from red to blue?

Maybe they just got smart.
I could find no statistic to explain this.
