Rights group scores Indiana last in Midwest
Alliance gives state overall grade of D+ for having death penalty, more poor people

Indiana's human rights record, based in part on its poverty policies and its stand on the death penalty, came in last among Midwestern states in a ranking by the Heartland Alliance for Human Needs and Human Rights.

The Chicago-based group, which describes its mission as advocating for people who might otherwise "fall through the cracks," rated eight states in four human rights areas, using an index to arrive at a letter grade in each area. Overall, Indiana received a D+ and was in eighth place.

Iowa ranked highest but still got an overall grade of B-. The other states ranked were Michigan, which came in second; Minnesota and Wisconsin, tied for third; Illinois and Missouri, tied for fifth; and Ohio, seventh.

Michael Reinke, executive director of the Indiana Coalition on Housing and Homeless Issues, said he wasn't surprised that Indiana fared poorly in general and specifically in the area of poverty. In that category, the state received a C- from the alliance and ranked fourth among the eight states.
