"SPRINGFIELD - Illinois lawmakers rejected requiring Internet filters for library computers despite strong support from suburban police for the pornography-blocking software

Now, local governments can decide whether they want to install filters that often can prevent users from accessing adult Web sites. The proposed legislation would have forced all libraries that receive state money to use such software.

Naperville detectives Nick Liberio and Mike Sullivan attended the House committee hearing to describe an incident there last year in which a man was caught touching himself while viewing pornography in a public library.

In that case, library officials delayed turning over computer records that could have led to the man's arrest, citing a law that keeps library records confidential. The police eventually apprehended him after obtaining a warrant.

"Something that we thought was a safe haven - a library - our kids found out that it wasn't," Liberio said."
