I feel stupid for not knowing, but I think the answer is yes, which is idiotic. If you can change the constitution with a simple majority vote, what's the point of a constitution anyway? It's designed to protect the rights of the minority, no?

1. Yup. 50%+1 is all it takes.
The initiative process has been abused to death, as I'm sure you've noticed. The idea was to give the people power over powerful railroad money about 100 years ago, but it's turned California's Constitution into a sometimes contradictory patchwork mess.
