Fracture the Republican base. Kerry began to do that in the last debate, but there is clearly an opportunity on the domestic level because of the high deficits and lack of respect for civil liberties. Traditional Republicans and independents do not go for this, and it is a place where Kerry can and should pick up votes.

One key ingredient is to debunk the idea that we have a deficit due to 9/11. Bush never planned on keeping the surplus, as the tax cuts more than wipe it away.

3. You're right about the deficit

Republicans have all bought the nonsense about it being a result of 9-11. That needs to be debunked with facts.
