Kerry should say his vote for the war resolution was a SUCCESS

It did exactly what it intended to do: it got Saddam to fully cooperate with very intrusive inspections and it got the UN to put forth the first resolution.

Then Bush broke his word and pulled the inspectors out even though they were doing exactly what he claimed he had wanted, and he went into Iraq despite his promise to go back to the UN first. He broke his word to the Congress, to the UN, and to the American people.

Kerry has consistently said he wanted to hold Saddam accountable and that is what was happening!

2. It is a reframe he could use to his advantage

The war resolution vote was a success and did what it needed to. He would not have gone into war with what the inspectors said then and certainly not with what we know now.
