Well okay, it's not official yet. But he's up 54-45 with 65.5% in!

Stan Penfold 52%
Phil Carroll 47%

Both were Democrats, though Penfold was the more progressive. He will represent the Avenues neighborhood of Salt Lake City.

9. I was really surprised at how conservative Phil was.
Especially when he came out against the city's plan to protect GLBT citizens.

Plus, I believe he was against Becker's plan to allow more bars in neighborhoods.

In a Tribune article I read two months or so ago, someone posted he sounded like a dinosaur. Couldn't agree more.
