According to Al Franken ("Lies & The Lying Liars"), it was the Clinton administration that gave Bush/Cheney the strategies (in response to the Cole bombing) that Bush/Cheney eventually utilized AFTER 9/11 (i.e. making overtures to Northern Alliance, demanding the Taliban turn over Bin Laden, drying up terrorism funding sources) to conduct the "war on terror". The plan was put together and promoted by Richard Clarke who reportedly tried to get it adopted by Bush/Cheney in the months leading up to 9/11- during which time Bush/Cheney were conducting their "Operation Ignore" (terrorism).
