A speech Obama should make.
“ My fellow Americans I have come to you tonight to talk about health care.

I have taken an oath to defend and protect the constitution, and to live up to the part that guaranties us all the right to life.
The congress has not been able to come up with a plan to solve the problem of citizens in the country dying in this country for the lack of health care insurance.
And so it is my duty under the constitution to act to save the lives of our citizenry.
I am announcing today that I will issue an executive order to the Department of Health and Human services to accept anyone into Medicare regardless of age if they can show financial need.
I do this not to usurp the powers of congress, but to insure that our citizens have that right to life that our constitution promises and this Executive Order will be in effect until the time congress acts to make the availability of health care to all citizens permanent.”

2. I think that is well defined by the tax system
There is a poverty level and those that pay no taxes are in there.
But if you take your bills and your income it is pretty easy to see if you can afford private insurance.

6. Not legal.
Would immediately be challenged in court... and would be struck down.

We don't have dictators in this country... and after watching Bush try to act like one for 8 years, you should be ashamed of yourself for advocating that Obama try to become one.

Obama, being the constitutional scholar that he is, is not an ignoramus like the OP.

7. Not illegal and has precedent.
FDR did the same when he created the foreign investment bank....several years later the congress made it law.
