Why don't congressional progressives negotiate directly with the blue dogs?

Why don't congressional progressives negotiate directly with the blue dogs?
The blue dogs are the ones that might (or might not) prevent what the Congressional progressives want from happening. Shouldn't the progressives negotiate directly with them? It seems like blaming Obama (who has no power to switch the votes of blue dogs from anti-Obama districts) is kind of silly when they can just walk over to the blue dogs and negotiate with them directly.

1. Obama's own Chief of Staff recruited many of those Blue Dogs to run
If Obama wants to exert some authority in this matter he has all the power he needs to get the Blue Dogs onboard.

I don't think the problem is with the progressives. I think the majority whips of both houses, whose job is to get votes together are weak.
