If the president is the president no matter where he is, why can't a senator cast a vote no matter
where he or she is? They are a senator no matter where they are. Does the president have to be in the WH to sign a bill or a treaty? No. Is it in the Constitution that senators can only vote in the Senate chamber? Or is it in the rules of the senate?
8. Voting in the Senate chamber protects the integrity of the vote -
- it verifies the identity of the senator who votes, it prevents coercion or fraudulent votes and eliminates the possibility of the vote being tainted. While none of these things may occur in the situation of Senator Kennedy, the policy is a sound one. To deviate from it now opens a door we may not want open in the future.
