I'm watching the vote in the Senate for passage of the budget bill and I noticed Vice President Biden sitting in the chair.
Is is standard for the VP to be there to oversee this vote?

Purely ceremonial in this case since a tie isn't possible, Franken isn't seated.

But I'm not surprised. He would be needed in case of a tie vote...
He does take his responsibilities very seriously.
And this is an historic vote.
