Set up a government run bank and bypass the privately owned banks altogether. Businesses and individuals can then apply for loans directly from government, which, in effect, gets rid of the middleman - the privately owned institutions that are deadlocked by their own hubris.

Individuals and businesses can set up banking accounts and this bank can be run just like the others, except it is Uncle Sam that controls the strings - gets the profit from interest, etc, etc.

Allow the privately run banks to figure out FOR themselves how to extricate themselves from the shitp*le they created.
