While I support S-Chip in and of itself, I think it's asinine to tie it to tobacco taxes.

If it's such a good program, everyone should pay for it (and it is).

To tie it to tobacco taxes doesn't take into consideration the point of diminishing returns. In other words, keep taxing "sins" and, eventually, people will either quit or buy it tax-free off the black market (the Internet, Native American Reservations, etc.), thus crippling the program completely - or severely restricting it.

So, it's not "evil" to vote against it - it should have been presented as a tax on fatty foods or something. People have to eat - they don't have to smoke.

7. I respectfully disagree. The people who smoke have to do it. It is an addiction.

Although I agree some people will blackmarket cigarettes etc. Most won't. Most people are pretty lazy in their addictions and will do it the easiest way and just go to the store and buy more.
