Something looks different about the cloture vote on the Lilly Ledbetter Fair Pay Act of 2009
Lilly Ledbetter Fair Pay Act of 2009

A bill to amend title VII of the Civil Rights Act of 1964 and the Age Discrimination in Employment Act of 1967, and to modify the operation of the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973, to clarify that a discriminatory compensation decision or other practice that is unlawful under such Acts occurs each time compensation is paid pursuant to the discriminatory compensation decision or other practice, and for other purposes.

14. And Burr is NOT moderate by any stretch of the imagination.
He may not be a lunatic, but he is SERIOUSLY right-wing. I'm an NC'er and this vote surprised me. I wonder what he is up to.

Especially my new Democratic Senator Kay Hagan.
I'm surprised to see my Repuke Senator Burr voting Yea as well. I guess he knows he'd better start looking more moderate since he is up for re-election in 2010.

7. I think that Pres Obama will get this bill
and it is a veto-proof margin. (67 votes are needed to override a veto in the Senate.)

Isn't that just the nicest thing to see! Congratulations to everyone who worked so hard for everyone one of those new D's on that list in the OP. You did this! Thanks!

Every female senator, regardless of party, voted for cloture. I think that many women -- most women, especially those who work in traditionally male fields, like politics -- have experienced discrimination. And if those senators have not been discriminated against, they have many, many constituents who have.

I don't think you can tie the vote so closely to gender. In 2008, Republican Senators Elizabeth Dole, Kay Bailey Hutchison, and Lisa Murkowski voted against cloture, and succeeded in killing the bill.

This year, Dole has been ousted (Yay!), while Hutchison and Murkowski joined several of their male colleagues in flip-flopping. See my post #15 for the complete breakdown.

I think their gender had less to do with it than their sense of which way the wind was blowing -- the same reason that the men switched.

Below I've set forth the complete roll call on cloture in the previous Congress, April 23, 2008, when it failed, 56-42 and 2 not voting, with 60 needed to cut off debate. Note that opponents of cloture went from 42 votes last year to 23 votes this year, a falloff of 19 votes.

Folks, we didn't elect 19 more Democrats. A big part of what looks different is that several Republicans have seen the writing on the wall and have flip-flopped, many to try to save their miserable butts at the polls. (Interestingly, though, Bond, Martinez, and Voinovich also changed sides, even though they've announced they're not running for re-election. An attack of conscience?)

Switching are: Alexander, Bennett (UT), Burr, Corker, Grassley, Gregg, Hutchison, Martinez, McConnell, Murkowski, Voinovich, and Wicker. McCain switched in practice; in 2008 he was out of town campaigning, but had announced his opposition to the bill. This time, he voted for cloture.

(A technical switch was Harry Reid. He voted "No" the first time when he could see it was going to fail, so that he'd be able to seek reconsideration later.)

Thus, approximately two-thirds of the decrease in the opposition was caused by Republican switches, and only about one-third by Democrats ousting Republicans or winning open seats.

This list is from THOMAS and I have a vague recollection that expires. If so, you can go to and search for H.R. 2831 (Lilly Ledbetter Fair Pay Act of 2007). On the search page, don't forget to specify whether you want the current Congress (111th) or the last one (110th).
