As of yesterday, 12.85% of Cuyahoga County Voters have returned Absentee

That's out of the total pool of registered voters.

That pool shrinks to 787,119 when you subtract out inactive voters still on the list but haven't voted or had their mail returned. These people are still on the roll, but are considered inactive.

If you use the active voter number, 18.15% have voted absentee.

There are only about 1.5 million people in Cuyahoga County so I would assume that the 800k who are active or have new registrations pending are closer to the number of folks voting in any given election.

1. Fort Bend County, Texas is at 31% of registered voters

This is unreal but as of yesterday, Fort Bend County was at over 31% of the total registered voters having voted early http://fortbenddemocrats.org/content/fort-bend-county-votes-cast At the current pace of voting, over 45% of the registered voters will have voted by the end of early voting.
