If they didn't mean the Democratic Party as a whole has bought all the remaining slots. Because some of these people in Senate races like Franken and Hagan are going to need some of those slots to close the deal.

It just sounds like any previously unbought spots have been taken by Obama. Which means that whatever spots McCain already had are all he's going to have in those swing states.
