Is there anything in this bailout bill that can't be amended or 'fixed' by President Obama

I don't know anything about the economics of it and I'm as pissed as anyone that we are in this situation and these fuckers are getting anything at all. But, can't changes be made down the road or a new bill submitted that basically undoes the ugliest parts of the current one?
