3. Yes, the GOP's started another one of their attempts at building up a myth that's a total lie.
The Obama campaign needs to push back HARD on this lie. I was surprised to see it repeated at the heated exchanges between surrogates a few times without it being challenged. But of course, at the time, the Obama surrogates probably didn't realize the presence of the new lie in addition to all the old lies that were already there to be refuted.

FUNNELING U.S. FUNDS TO ARIZ.

Sen. John McCain has made a name for himself in criticizing his colleagues for inserting special-interest spending provisions into budget legislation. He has promised as president to veto any spending bill containing such "earmarks" inserted by members of Congress.

Still, the presumptive Republican presidential nominee has on occasion sought to bring federal dollars home to Arizona. McCain has worked to ensure funding for home-state projects in ways other than the common Washington practice of inserting money for pet projects into the agencies' annual spending bills.

He has:

• Sponsored a bill in 2005 to direct $10 million in federal funds to create a research center at the University of Arizona's law school named for Supreme Court chief justice William Rehnquist, a former Phoenix-area lawyer who died in September 2005. The proposal failed in committee. The university created the center without federal funds.

• Asked the Environmental Protection Agency in a 1992 letter to direct $5 million to building wastewater treatment facilities in Nogales, Ariz. Bill Reilly, then head of the EPA, responded that the agency couldn't spare money for Nogales because Congress had allocated its construction funds to other projects.

In defending the Luke program, McCain has said he followed the best procedure by inserting the provision into the Pentagon's budget bill and did not have it anonymously stuck in the separate bill appropriating the Defense Department's funding.
