The election of an African-American president “would be electrifying,” Powell told a George Washington University audience, “but at the same time (I have to) make a judgment here on which would be best for America.

“I have been watching both individuals, I know them both extremely well, and I have not decided who I am going to vote for. And I'm interested to see what the debates are going to be like because we have to get off of this ‘lipstick on a pig’ stuff and get into issues,” he said.

And he basically defended and laid out Obama's plan as sound and something any leader should be thinking of doing. Wolf Blitzer even had him reconfirm this and he said he fully stood by that. He did say he didn't endorse or vote for anyone. But you basically got a clear idea of where he was going.

...many independents and undecideds do look up to Powell and do care who he endorses. And, as close as this election looks like it's going to be, we need as many independents in our corner as we can get.

I've got a theory on why Powell hasn't endorsed yet.

1) He could really be undecided, or at least think he could change his mind from the debates

2) If he waits until after the debates are over what big events are going to happen to make people forget about Powell and give Obama or McCain a bounce? If he does it before the debates then people could forget all about Powell's endorsement after seeing a strong or weak performance from one side in the debates.

3) If Powell endorses after the debates it either gives his choice a bit of rope to try to recover from the debates if they hurt them, or it helps secure his pick's win in November if the debates helped his pick take the lead.
