Obama's 3 year term as director (yes that's an "executive position") of the DCP:

During his three years as the DCP's director, its staff grew from 1 to 13 and its annual budget grew from $70,000 to $400,000 (Wikipedia Obama article)

What's the 2004 budget of the Wasilla Mayor's office -- well, they would be in this category:

Central Staff Services: $786,000

and would be in the "Other Government Administration" and perhaps "Financial Administration" which totalled 28 employees in 2002.

Meanwhile the DCP served communities with a much larger population than Wasilla.
