When the basic ideas and beliefs underlying what someone says are false and don't match reality (a description of conservative "thinking"), you end up with nonsense and non sequiturs like we hear from Noonan. What she is saying is probably true in her reality. It's just that few thinking people share that reality. To us, she sounds stupid or insane.
