527 groups can't "coordinate" with Bush/Cheney. Meaning of "coordinate"

I'm trying to research whether the swiftboat smearers and Bush/Cheney have "coordinated" according the rules that are in place.

Anybody want to jump in and help me look at this?

* that are made at the request or suggestion of a candidate, campaign, party or their agents, or

* are the result of material involvement of a candidate or campaign in decisions on the content, intended audience, distribution plans, timing or media used, or

* that are created or distributed after substantial discussion about the candidate or party’s plans, projects, activities or needs, or

* that use a vendor that has provided expert services to the candidate or campaign and conveys information about the candidate’s plans, or

* is paid for or uses information from a former employee or consultant of a candidate who conveys material information about the plans, activities or needs of the campaign.

1. 527's Must Not Be An Arm of A Political Party
The Swift Boats handed out their propganda at GOP headquarters and a senior advisor to Bush appeared in a Swift Boat ad.

2. Well, specifically under the rules stated in that website
I think the violations were met under the first 3 criteria for certain.

(I edited my original post to show the rule more clearly.)

The Florida flyer and the Cordier appearance are just what we need to hammer on the point that the Swifties are nothing more than a functionary of the Bush campaign. Mention it early, mention it often. When someone gives you that line about Stupidhead being an honorable, Christian man, cite those two examples, call it the cheating that it is, and ask that person whether a good, Christian man should try to profit by deception?

4. If you combine that with all of the state sites linking to the SBVT fund
raising, you definitely have what appears to be a nationally coordinated effort!
