For you young-uns, during the Cuban missile crises when I was in grade school, they would constantly set off air-raid sirens and we were trained to crawl under our nuclear bomb proof desks for shelter, oh and don't look the windows 'cause you don't want to be blinded by the flash. This despite the fact that Oregon had no strategic targets and was out of range of Cuba anyway. (My mom, tipped me off to this nasty little secret when she got tired of having her 5 boys cowering in her bed at night, terrified they had heard a bomber overhead.)
