Despite the fact that it will do almost nothing to alleviate current gas prices, the average Joe in Ohio who can't afford to get to work anymore doesn't much care about California seals or Florida manatees at the moment, and they will hear what they want to hear on this issue.

Obama is in the almost Kerry-like position of having to explain the more complicated (albeit right) argument to people who don't want to hear it.

I don't think its nearly enough to push the election one way or the other, but it is the only thing they have right now.
