You're right, the guy is a nutcase liar. I don't know whether this is real, and the warrant is obviously still out there, even if the order to revoke it is true.

It's definitely true that you can revoke some warrants by posting non-recoverable "bail."

I'd also note his comment on this page about not being in the NCIC is meaningless. The NCIC won't typically list any fraud charges under $10,000, and even then, they have to be given a specific referral.

I had the unfortunate experience of finding this out after someone I knew stole a checkbook of mine and forged some checks. Luckily, my cousin the detective made sure that this person's name made it into the NCIC. But without his help, that never would have happened. Even after it happened, and even after I provided the cops with an address through my own devious forms of investigation, they never got around to making an arrest. It turns out that the department that makes the arrest has to pay the extradition costs and doesn't get the credit for the conviction, so there is no incentive in anything short of a major case.
