Should Puerto Rico count towards the mythical popular vote total?

Should Puerto Rico count towards the mythical popular vote total?
I'm probably giving in to what Hillary wants by even playing this game, but assume for a second that the popular vote should count towards who should become president. Should the votes of voters that reside in an unincorporated territory count towards that total? Nothing against Puerto Rico, but it personally seems ridiculous to me that even Hillary would want to include their count since, well, they don't get to vote in November. But I know that ridiculous is what Hillary specializes in and, since I'm sure she would be willing to chop her arms off if it meant she would get to be president, I suspect this will be her new talking point come Wednesday.

Agree/disagree about Puerto Rico?

1. Under Hilly's rationale, Puerto Rico should not count for anything.
They don't vote in the election, so according to her meme, they can't count.

11. While the popular vote is a myth, I'm tired of people discounting PR.
Much has been said here about why the popular vote is not a relevant metric for deciding the nomination (imperfectly measured, not what the rules say counts, etc.), but I don't think we should let our support for Senator Obama suppress what should be our strong support for proper democracy in PR and the other territories.

Senator Obama will be the next head of the Executive branch of our federal government, which has jurisdiction over the states, DC and the territories. As such, the denizens of the territories should have some say about who their chief executive will be.

The fact that our Constitution does not provide for their inclusion in the general election is something of which we should be ashamed.

Conversely, the fact that the Democratic party counts these voters in our race for the nomination is something of which we should be very proud.
