What's the deal with http://www.wchstv.com/newsroom/wv/news13.shtml">this article? It discusses the investigation into the award of a fake master's degree to WV's governor's daughter, and throughout, it uses word constructions that I've never seen before:

• 31-thousand dollars
  
• 28-thousand-560 dollars
  
• 25-thousand dollars
  
• 15-hundred dollars
  
• 82-hundred-50 dollars
  

Is that a regional thing?

in which large numbers are spelled out. That's my guess.

the headlines would have been written by the web poster, hence th difference noted in the post below mine.

In the title of the article, $31,000 is written the way you'd expect it to be ... but it's written as 31-thousand dollars in the text.

3. The only explanation I can think of

is that this is a TV news site. This is how you'd write the story for someone who was going to read it on the air -- saves the on-air airheads from having to figure out what all them zeroes are.
