If you listen/watch the video of the original you can see it's not doctored but it's still not clear enough to tell what eh said. Someone took it to mean what they wanted to hear and ran with that.

Rather a mess I agree, but I really don't think it was doctored beyond having subtitles put in that fit what a person thought they might have heard.
