Obama wants to encourage young people to be involved so that they have experience in this world.

So he is willing to spend to give someone say 4000 USD a year in return for some time spent in different programs. Soup Kitchens, Peace Core, etc...

The details will have to be worked out in congress but its basically an We invest in you You invest in america.

26. Yup! NOW he's talking about people with disabilities and how they can help THEMSELVES when the guy

asked how Obama can help HIM! He talked about the ADA, making sure workplaces are equipped correctly, and THEN about disability payments. Being disabled myself, that was a great answer! When I was still able to work, the company I worked for did NOT have things necessary for me to continue working and I had to fight with them to get things adjusted there. Talk about not pandering-he gave a great answer!
