Someone 14.5 years old who lives in Montana can risk life but can't donate $25 to Obama's campaign?

Unless I'm mistaken, there are various requirements to start driving in Montana, but the age requirement is no more than 14.5 years old. However, to donate to Obama online (such as by means of a prepaid credit card), one is supposed to check a box to confirm that all seven statements in a list are true. The second statement is "I am at least 16 years old."

Idea: lie, donate the money anyway, and hope for executive clemency from GWB. Why do I have a fear that in this case GWB wouldn't use executive clemency? Also, why is clemency even in the hands of the executive? The executive is strongly associated with one particular partisan political party and makes decisions based on partisan considerations. Shouldn't the U.S. Senate be the institution that grants clemency? Wouldn't that increase the odds that clemency is genuinely appropriate when granted and genuinely inappropriate when not granted?

P.S. As far as I know, Senator H. Clinton is actually a member of the homo sapiens species and not a blood-sucking reptile.
