What kind of idiot can't tell the difference between a Lance Corporal and a Colonel?

A Lance Corporal is an enlisted person. A Colonel is an officer.

Anyone who has served would never confuse a CPL with a Colonel! For one thing, Corporals are a hell of a lot younger than Colonels!
Age alone, if you've got a brain at all, would be an obvious clue: there aren't any "Dougie" Colonels running around.

You would have to be truly brain dead to say this, especially in public:

THE PRESIDENT: Bob was telling me Brian Mackham (phonetic) is here. Where's Brian? Somewhere. Brian, thanks. You just got back from Iraq?

MR. MACKHAM: My dad did.

THE PRESIDENT: Oh, okay. Hi, Dad. Thank you. I appreciate your service. (Applause.) Mr. Mackham. Mr. Mackham. Colonel Mackham. What are you?

CORPORAL MACKHAM: -- Lance Corporal.

THE PRESIDENT: Colonel now as far as I'm concerned. (Laughter and applause). Thank you for your service. Thank you for helping make America more secure.

We've got tough work there because, you see, there are terrorists there who would rather kill innocent people than allow for the advance of freedom. That's what you're seeing going on. These people hate freedom. and we love freedom. And that's where the clash occurs. See, we don't think freedom is America's gift to the world. We know that freedom is the Almighty's gift to every man and woman in this world. That's what we know. (Applause.)

2. While Shrub is a dunce

I don't think you got the point. Shrub was just being nice to the guy by telling the Father that he considered him a Col. as far as he was concerned. That's a good compliment, not showing he is stupid. BUT it is superficial , because I doubt Shrub gives a rats ass about the military people. Shrub is NO COMMANDER IN CHIEF, hes a Clown in a Jokers suit. He only plays war president on TV, hes really an empty suit.
