Obama has a plan to make private contractors answerable to US law. This is an interim step to eliminating private contractors. Hillary has made comments that she would like to eliminate the use of private contractors.
However, since neither is President right now, when and if either become President, they will inherit the situation as it is right this minute. And to pull the private contractors out on day 1 would certainly lead to a lot of those "3 am" phone calls. You can't just turn things around on a dime, not when there are so many people there at risk of being killed. What would you do, whistle up another 100,000 troops to be deployed while you fire the mercs? From where?
It's going to take a while to
a) force the Iraqis (with a timetable!) to make some sort of political settlement... and it's all about control of the oil (for them as well as us!).
b) start withdrawing troops and contractors.
c) decide what to do with the green zone and the US embassy. My vote is to bulldoze the place and make it a park.
d) come up with a plan that allows the LAST of our troops to withdraw, and not a mad dash for the last helicopters out of Baghdad! That means either a UN peace keeping force, or a full reconstituted Iraqi army, or Iranian army or something else to protect our troops as we drive our stuff out. None of those are possible right this minute.
I really don't know WHY Hillary or Obama WANT to be President. The next eight years are going to suck as they undo the damage of George W. Bush.
