Has Hillary Clinton EVER said how she would enforce the mandate?

Every time I've seen it brought up in debates she says she will, but dodges the question by saying "we'll give reductions" or some such.

If you have a mandate you HAVE to enforce it. How will Hillary do this?

Then possibly fees for non-compliance through IRS? Wild guess.

With the poor, the mandate would be enforced when recieving care...The medical place would make DAMN sure to set them up for subsidized health care.

The article below mentions Switzertland and the Netherlands having workable mandated programs, but doesn't really talk about how it's enforced.

Her ways to actually make it affordbale have to do with better management of the services resulting in lower costs overall, subsidys, tax credits, and limiting it to a certain portion of income.
