2. That's a strange site: for example, "Richardson, a Democrat, was a Representative from New

Mexico from 1983 to 1997. Richardson missed 13 of 20 votes (65%) since Jan 7, 1997."

That's weird and misleading: Richardson was in Congress for about fourteen years; Clinton nominated him for a UN post in December 1996 and by February 1997 he had been confirmed. But this site begins counting Richardson's votes during his very last full month in Congress, at a time when he's preparing for confirmation and a possible relocation to New York?
