2. MOTY probably had a somewhat different meaning back then

Tougher to get away with naming a really bad guy POTY now (which is probably why bin Laden didn't get it in '01 and Ghouliani did - IMO, the NY rescue workers should have gotten it as a collective force). Occasionally, someone like Khomeini would be it, but for the most part, they seem to be a bit scared of going really controversial, lest it piss off some advertiser or subscriber or something.
