MLK Day coming, South primaries - who has the right to talk about race? Is there a copyright?

I remember previous primaries - 2004 most vividly.
All candidates were going to black churches, marching in MLK parades and addressing civil rights issues this time of year. The dates of the primaries were abit later - so that was right before Iowa, I believe.
I don't recall Sharpton or Carol Mosley-Brown saying that they had the monopoly on the subject.
Now however, according to this memo from Obama campaign

any other candidate talking about race is only doing so to remind people he is black.
Any other except Edwards who is chiming in, praising him and attacking Hillary.
I can't believe anyone is buyng this! :shrug:

1. Cynically speaking, 'tis the season to be concerned about blacks...
I think they even made February Black History Month" to capitalize on that.
